Planning permission approval and time for works

I get on really well with my neighbour a fella in his late 80s. He is still young at heart and active etc, his wife i would say is on her last legs

If I were to apply for some planning whilst he is about but give him my word I wouldnt do it in their lifetime is there a way I can get permission but say not do the works for 10 years

I don’t have the funds or resource to do it now and we’d probably do it to move any way

It’s putting a loft conversion in a bungalow, I know they’d not have a problem with it even if I was doing it now, just trying to pre empt any frustrating new neighbours who could move in and not like it for whatever reason

Planning consents last 3 years - you have to make a start on the work in that period, not finish it. So to keep it live for 10 years you would need to start the work.

If you aren't doing it now I wouldn't bother applying. Neighbour objections don't really influence things that much. You may not even need planning permission either.
