I'll be seriously impressed if anyone knows:-
(a) which year this photograph was taken
(b) the EU-wide commercial purpose for which it was taken.
Getting the answer to (b) should help pinpoint the answer to (a). The kilt is actually a red herring.

Is it from Nigel Farage's 1977 school homework project entitled "Why we must leave the EEC"? She's saying "we must leave this autocratic police state as otherwise they'll take away our Allegros make us drive foreign tat like this" and he's saying "if you think that's bad we'll all have to go to work looking like a Victorian dandy in a skirt"(a) which year this photograph was taken

All good creative suggestions but not quite there yet.
So the year the photograph was taken is 1994.
The purpose was to feature in the EU-wide dealer launch of a brand new car.
But which car ?
The idea behind the launch campaign and the selection of old cars photographed (I think they used a Karmann Ghia plus another couple of cars) was to present the new model as the spiritual successor to all those fun cars from the 1960s...
