Vanquish Exhaust Question

Hi everyone,
I've just acquired a 2013 Vanquish and have had a couple of vantages in the past.
The vacuum lines to the exhaust valves had been disconnected and plugged with plastic bungs when I first got the car. This resulted in the valves always staying open.
So based on my knowledge of Vantage exhausts, I removed the plastic bungs and reconnected the vacuum lines back to the values. On startup the valves close and the exhaust noise is quite diminished - all very normal.
however when I drove the car in sport mode, the exhaust note doesn't change at all. Even with very spirited driving in touch mode with revs well above 5k rpm.
With the car turned on, I can pull the rods on the valves down with my finger and the exhaust note changes significantly. Also, with the pipes disconnected again, the exhaust goes back to being very loud.
I've drawn two conclusions:
1. The valves do indeed work
2. The vacuum pump works too.
Only issue is that at start-up, the valves don't seem to open - even on cols starts. They also don't seem to open in sport mode or in fact any scenario.
Car is booked at the dealer in a few weeks but it is annoying me in the time being.
If anyone can give me any hints, I'd be very grateful.
