Astra Zeneca/ EU contract

I know it is not car related, but I wonder if any of the PH legal experts have had a chance to look at this now it has been posted online?
As a layman it doesn’t look to me like the EU have a leg to stand on. It seems quite clear that the intention was for EU manufacturing, and the UK locations were mentioned to give AZ another possibility with the prior permission of the EU (in fact the clause 5.4 appears to work in the opposite direction to that which the EU are now claiming - with AZ needing to specifically ask permission before using the UK or anywhere else).
That word ‘reasonable’ appears a lot and I know Breadvan gets excited about it in other contexts.
From a wider perspective, if the EU were to prevent exports of any vaccines to the UK, then presumably the UK government would just weigh up the pluses and minuses of doing the same thing (in terms of overall dose numbers) and could respond a couple of hours later?

I'm not a lawyer and don't consider myself to be an expert on contracts, but I do negotiate them on a daily basis. I spend a lot of time trying to replace 'reasonable' with best (if it isn't possible to have something very specific and a lot better altogether).I wouldn't the elements of the contract that have been posted place the EU in a strong position to negotiate, but i'm sure there's plenty of other factors that could.
