What would someone gain from opening a fraudulent account?

Over a few days my wife received a Virgin money Debit Card, Current account details, PIN number and savings account details.
The accounts were zero balance but had all her details correct.
As you can't actually talk to anyone at Clydesdale (parent bank) about any fraudulent activety we had to wait for them to reply to an email.
Couple of days later a letter from Virgin said they were unable to go ahead with the new products as she had failed the credit checks.
Then they got back to us and confirmed that the accounts had been opened online, no money transferred but when they had checked the phone number and email address did not match the credit house records, and they suggested checking with Experian to see if any other activity had taken place, we checked and nothing else had happened.
So the question is, what could someone gain by opening an account in someone elses name at their correct address with no credit facility?
Is it for Bounce-back loan type claims?
