Honda PCX Scooter Speedo not moving + Engine light on
Discussion
From the symptoms you mention my money would be on the speed sensor or associated wiring - someone seems to have had a similar issue here:

Thanks pal, looks like it could be that don't suppose there is a way to test it with say a multimeter?https://www.hondapcx.org/viewtopic.php?f=19&t=...
Some so called engineers just guess and throw parts at the problem , but reading up it is a known fault in the wiring from the speed sensor around / under the swing arm . I fit was mine i would test for power and ground at the sensor only after I had carefully inspected / wiggled al the wiring .

Looks from this diagram like it'll have 3 wires:https://www.hondapcx.org/viewtopic.php?f=15&t=...
Pink/Green being signal to the clocks, Black/White ignition live, Green/Orange going to the ECM - apparently feedback for things like the start/stop system (who heard of one of those on a bike?!).
From your issues I'd expect it's likely a break in the black/white ignition live wire (because the ECM light is on as well as the speedo not working). Simple check for that is whether it reads +12v with the ignition on. The other two wires would be a bit more complicated and probably not too easy to diagnose without a scope and some knowledge of the sort of signals the sensor puts out.
Like Charlie ^ says, if there's a known rub/failure point for the wiring I'd be looking there first - might be that a small repair can avoid you shelling out on a new sensor for it not to fix the problem.
