Why dosen't it turn off?

No doubt a complete computer numpty question but....
Plugged a new mouse into the computer last night, installed the software, the mouse works fine :) but.....
I go to switch the thing off, and the off button has now turned into a restart button, even though it's still looking like the off button :scratchchin:
Everythings working fine I just can't switch the thing off without pressing the big button on the CPU, what have I done and how do I get it back to how it was, idealy keeping the new mouse as it's loads better than the old one :confused:

Just standard windows xp home
Probably wasn't very clear to start with, when I said 'off button' I mean the off icon on the screen, it shows a standby/off/restart window, the standby icon was shaded, and the off icon just did a restart
I've uninstalled the mouse software and this has fixed it, and the mouse still appears to work
It's nothing special just a Logitech MouseMan Wheel (according to the underside of it)
