Never downloaded a song in my life but want to start to put new stuff onto my old unused phone to play stuff in the garage.

Android.

Whats the best place to buy music that I can actually keep rather than rent. No mobile signal in the workshop and I may even burn the music to CD to use in my older cars that have CD players.

iTunes still has a store.

Beatport - though more geared to DJs.

HMV still sell physical CDs (or will when they can open).

Amazon.

You don't even need to stream if WiFi or 4G doesn't reach that far. You can download and listen offline.

CD players in 80s cars? Must be rare, or upgraded? Why not upgrade further to a headunit with Bluetooth for streaming and phone calls? They are cheap these days.

Bandcamp is best for the artists.

7digital is also good for high quality options (FLAC etc)

Otherwise itunes or Amazon

I expect paid downloads won't be a thing forever though, streaming is taking over - and you can download and listen offline.

I download playlists from Spotify to listen to offline. Pretty sure Amazon music lets you do the same too. iTunes and Amazon both let you buy stuff and download it if you'd rather have it available to burn on to CD though.
