Returning an Item to EU for Credit ( B2B)

Hi , More Brexit import/export woes here.
A friend whose business is in the UK is wanting to return something to the EU (for a Credit note) but the company he bought it off is saying that he needs to provide a commercial invoice to return it.
He is adamant that he doesn't as it is a return and he is not exporting it.
He says that making an invoice for this will artifically inflate his turnover.
I think he's wrong, and he just needs to make an invoice and mark it Customs Purposes only, but he has allegedly been told by his accountant and HMRC that he doesn't. He also stated that HMRC refused to put this in writing for him...
If it makes any difference, the thing he bought was also bought in the Transition Period, so old rules applied at the time of purchase.
Can anyone clarify what he has to do and pass on a link?
