penalty charge notices, question for JR

my son got one of these for driving on a bus lane in Croydon, if you admit it you pay £40 if you contest it and lose you pay £80, that sounds a bit dodgy are these things legit

I got one of those, strangely enough in croydon! i live 300 miles away and drove through one day when i was working near there. Im 99% sure i wasnt using a bus lane but they claimed i was seen on CCTV. I coundt be arsed with the hassle so I paid the fee to avoid court. I have always wondered whether i was in the wrong or they have a good scam going...?

Marv, we live in Cambs and my son occasionally goes to cruises in Southend, he doesn't even know where Croydon is. I'm going to sweat it out, watch this space

There was an issue re charges recently in my area when they de-criminalised parking and handed it over to the council to enforce. They set the fine at £40 and it doubled if you didn't pay it in 28 days. This was contested and they had to change it so they set the fine at £80 and gave a reduction to £40 if you paid it within 28 days, don't ask me what the difference is. Yours sounds similar in that I asume it is a council as opposed to a police ticket. If this is the case then they seem to be bigger Ba$%^&ds than our lot, certainly the ones in our area are, the problem is that they still come whinging at us lot when they get a ticket.
