Trade plates on

I'm getting fed up with a rented house near my parents being used for some sort of vehicle-based business. They often use the space across my parent's driveway at night for moving and putting trade plates on cars. I cannot work out exactly what they are doing - but the guy will come out of his house with trade plates and stick them on cars with 2 (or more) people sitting in that car. The other night there were two cars and one of them was partly blocking parent's driveway. One car drove off like he had done a bank job and the other one was moved by renter onto his driveway. I notice both cars on his drive have no plates. I knocked on the door - and he was sheepish and defensive (denying at first that he had just moved the car) when I asked him what he was up to and could he conduct his business away from my parents driveway. He told me "the plates are legal". Any ideas what they are up to?

You could have reported this suspicious behaviour to the Police, but now that you've confronted the neighbour .......
If he is up to no good, he'll probably guess that it was you that made the report, which might lead to retaliation.
If he's legit, he'll probably guess that you made the report which might lead to petty retaliation.
How much of an inconvenience to you/your parents was the conducting of the business across the driveway?

Or, he's a car trader who has bought in some cars with cherished registration numbers which he's since removed and is waiting for the new plates/number.
He needs to have the Trade Plates on the part-ex cars that are SORNed when he makes his journey from home to his lock-up/dealership, they don't need the trade plates whilst it's parked on his drive.
