There is really three categories of quality, 1 very cheap (often even look like micky mouse sets) 2 chrome vanadium with various finishes 3 snap on class
Quality 2 above will work and last, garages use them, and they are relatively cheap. All motorist stores such as motorsave, halfords, machine mart stock these. Some of the finishes preserve better than others but this is only a factor in my opinion if they are going to be stored in a corrosive environment

My recommendation for an absolute cheapest set is this here:
https://www.ffx.co.uk/Product/Get/Silverline-Sp50-...
Although many of the individual silverline tools are s
t, their spanners have served me well over the past 14 years of engine changes, clutch replacements, motorbike restorations etc.
I also have this set here which is a better bet purely because it has all the sizes you'll need:
https://www.halfords.com/tools/hand-tools/tool-kit...
When I only had the silverline set, I did have to go out and purchase individual spanners on the odd job. I did end up buying the gaps too so have 6mm to 22mm in silverline, along with the halfords set.
I'm going to end up buying another silverline set purely because I would like a set of spanners permanently hanging on the wall at one of my workbenches. Buying a set like the silverline one and buying the gaps is OK, but large spanners are expensive and I don't plan to buy above 22mm for this third set.
