I wouldn't accept the efficacy of legal requirements for air quality.

An investigation in Germany showed bad location of sensors (eg, next to a busy traffic light crossroads) recorded "illegal" levels of nitrogen dioxide, while readings taken in the kichen of a flat, cooking on gas, at the same location to be 40 times over the limit.
