Recruiting - CV search vs job ads?

We're recruiting now and its slow and the whole process drags on. However, I had a trial of a CV search option, which is about the same cost as a job ad on one of the main job boards. It is exactly what it sounds like, you can search for CVs of people who are just posting them on the site and contact people directly so instead of hoping the find you amongst a ton of other adverts, you can find them, which seems a better way to do things.
We use contractors now and a few came from us just calling them up directly and so this makes me think this could work.

I've recently filled a junior position through linkedin helper.
Basically got a free trial, put requirements in and it matches with people automatically, sends a connection request then spams them, they apply through a link and we can then start the normal process
90% where overqualified or just crap, but we found someone within 3 weeks

I much prefer to search candidates rather than have a deluge of applicants to a job advert. I've used LinkedIn Recruiter with some success previously.
Having said that, in the last couple of weeks I have posted several adverts on LinkedIn and by using qualification questions I've been able to effectively filter out 80-90% of applicants to just a core few that I've then whittled down for interviews.
Ultimately I think it depends on the job. For tech jobs that I've been trying to fill, LinkedIn and industry specific platforms like talent.io have been good/OK. Anything else, like the bigger, generic platforms have just been utter rubbish.

We've used CV Library for several years now and I'm a big fan. They allow have searches ongoing in the background and when a CV is uploaded within our area with target words or phrases in it, we're notified. We can view the CV without contact details for free but once we view contact details or download it (and you'd only di that if you like what you read), we get charged one credit. Our annual subscription of a few hundred pounds gets us about 125 credits a year which is more than enough for us.
