Yup, use both to varying degrees.
The data is generally solid. What you are paying for is the added bonus on top of crawling the portals, i.e both Barbour and Glenigan calling the sites to find out GDVs, contractors, unit mixes etc. Glenigan generally have better Geospatial data, but you still need to cross ref with Address Base if you want accuracy there. Depends on your use case.

You are paying a significant sum for a national directory. If you have a niche service, then thats appropriate, but if you are say, a small electrical firm, then the cost of picking up seemingly juicy contracts 200miles away creates organisational difficulties that are not an issue with jobs on your doorstep.
Understanding what is passing through your local planning department is important, but perhaps making personal contact with the QSs of bigger construction contractors in your area should make sure of an invite for work taking place under your nose. Winning that work will be dependent on price, quality of work and service.
