Surely the most logical step is to go after the heads of the NHS boards who seeded COVID-infected patients from hospitals into care homes this time last year....

Yes, this doesn't sound good and there will be more to this for Police to be involved. Interesting that comments from Company about the "majority" of staff and residents have had the vaccine.

Could this be some slightly more "gung ho" staff members who haven't been taking procedures as seriously as other staff?

My mother worked in a care home about 35 years ago and left after she saw stuff going on that she did not like. She complained to the health dept and in the end became a witness for the prosecution. Care Home managers and senior staff were found guilty and got jail time, albeit not very long.
What was odd though was that whilst mum suddenly realised things were wrong when some real horrific stuff was going on that she saw, it turned out lots of the "normal practices" that mum just accepted were part of care home work came under the microscope and were found to be abusive. But she never realised at the time and her and others were blindly going along with it all not realising it was potentially causing harm.
So it is possible these people had no idea the were doing anything "wrong" per se.

Obviously care home residents can be very frail, but a care home local to us had an outbreak - its first one - a couple of weeks ago in which eight residents, including some in their 90s, tested positive and they were all absolutely fine except one that had to visit A&E but was discharged a day later.

So therefore five deaths and ten hospitalizations in a few weeks suggests to me that they weren't vaccinated (or were done late and it hadn't taken full effect), even if the home is saying that they *now* have.
