How many operators in a scamera van?

Spotted a scamera van on the A43 yesterday. (hmm, GP weekend - surely a coincidence?) There was a guy in the cab, do they normally work alone or as part of a team (Northants if that helps) Does this mean that no-one was operating the camera at that time?

I was travelling in the opposite direction to the GP traffic and the camera was on the far side of the bridge compared to my direction of travel. Would this suggest they were tagreting the opposite carriageway? (I suspect they would with the volume of cars & there were only about 3 other vehicles travelling in my direction between the M1 and Towcester)
