Wife's PC monitor, on the rare occasions it's used, on start up loos like this...lots of flickering lines.

After a short while they disappear so I'm presuming it's not a pixel based problem.
Any solution? Update graphics card drivers?

Try changing the refresh rate in Windows:

Right-click on the desktop, then "Display Setting", then "Advanced Display Settings" and you will see the Refresh Rate.

Or change it from the video drivers control panel.

That's almost certainly hardware. If it goes away when it's warmed up then it's likely dry joint(s) or something. It might stay like that, or get worse, hard to say.

You could try another cable, or use another input to confirm, but I doubt that will show any difference.

I did have something almost the same, but the lines flickered horizontally for a few seconds when I first powered the monitor on and so of got better over around a minute and then stopped. I thought it was hardware as well, but when I changed the refresh rate it stopped.
