VAT Germany Commercial Vehicle

Just doing some musings on a new (second hand) pickup truck, for commercial use.

Always liked the Ford F150 and looked and getting one from Germany, €35k

I have done a bit of googling and cannot come up with the answer

Is there a vat content on German used commercial vehicle ? IE can the German seller take the vat off the €35K

Vat will be payable in import to HMRC, can i claim this back ?
