The argument over amnesties is obviously a burning issue but Johnny Mercer was a t
t in expecting that the UK should be able to ignore and override a locally agreed settlement. There's a who'll move first dance going on w.r.t. amnesty from prosecution but nobody with a bit of wit expects that it'll be amnesty for some without amnesty for all. That is politically unacceptable for many but they'll eventually have to suck it up as they've no workable alternative.BOR said:

A soldier accepts that when they take part in hostilities there is a chance they may be killed. Its a risk of the job. This guy as a member of a terrorist organisation was playing an active role in armed conflict against the state, being shot is a risk he took.
If he was just a random guy in the street and was shot then I would understand but this was a scumbag believed to be behind the murder of around 20 soldiers. The world is a better place without him

The evidence given on two occasions by these soldiers led the PPS to form the opinion that they should be charged with murder. According to their own description of the event, the shooting appears to have taken place outside the rules of engagement.
This case failed because the evidence was considered inadmissible. The judge observed that things might have proceeded differently if the PSNI had interviewed the soldiers under caution after their most recent testimony.
This is not an issue of "them and us". We don't judge our own soldiers' actions by the standards of the IRA.
It is clearly highly unsatisfactory that there appears to be a case to answer, yet it has not been tested in court.
No one should see this as a good outcome. It settles nothing.
