M42 Active Traffic Management (ATM)

If anyone is interested in commenting on the Hard Shoulder Running aspect of the M42 ATM works then I would like to hear from them:
I am an MSc Transport student INDEPENDENTLY investigating this topic (it is funded by myself and not by any company or institution and is not for any sort of financial gain).
[b]You may have heard about the trial to take place in 2006 on the M42, where vehicles will be allowed to drive on the hard shoulder (using it as an extra lane) under certain traffic conditions.
Is this a workable idea?
Why have the Highways Agency / central government seen it as necessary?[/b]

There were originally plans to widen this section of the M42, but this was shelved to await results of the active traffic management pilot!! I imagine this scheme has put a hold on widening here for many many years to come. Is it not possible though that hard shoulder running may work almost as well as road widening, but without as much disruption as caused by widening works?
