My mates pc wont boot past the windows xp icon where you get the srcolling blue bar to the black screen it gets this far and restarts , any ideas what it could be and a fix ?

Can he boot into safe mode?
Has he changed hardware recently?
Try hitting F8 when the starting windows text appears and select safe mode. Then see if it boots up.
Tried that still doing the same , it wont even start in safe mode , very wiered as it was working fine in the morning
Are all fans spinning? i.e. CPU cooler, PSU fan, case fan(s), GPU cooler etc
If they're all ok, try checking the memory.
