Carrying of rifles and shotguns is legal in most US states (including Texas). Open-carry of handguns is legal in most states too (although in Texas you needed a permit for open and concealed carry). concealed carry is usually more regulated. Texas' IQ ratings are about on a par with the UK so that's a bit of a sloppy generalisation to throw about. What could possibly go wrong

I have a friend in (very liberal) Austin who is a well educated IT director for a large corporation. He's a gun enthusiast and a keen outdoorsman. He's looking forward to it. I very much doubt that he is going to participate in any mass shootings.
I have not really ever got involved in the whole debate, my view has always been that having a gun to defend your property is great in one respect, but also just ups the ante so that any burglar just comes armed. It's an escalation on both sides that may well end up with one person dead, potentially you.
What is the law in Texas on actually shooting people? Say for example I see a carjacking in progress in the street and (under this new law) I have a concealed carry pistol. Am I as a witness/bystander allowed to pop a cap in the perp's ass, in defence of the victim?

I think they have Common Law (Self Defence) just like we do. Leave them to it. Their gaff, their rules. If they want a society where everyone is armed to the teeth and gun deaths are running at rates worse than many third world countries or South America, then fine, just let them crack on.
We all know that the answer to a society riddled with gun deaths is not 'more guns' or 'more concealed guns' but if the US wants to believe it, then let them, I have no issue with it.
