Yes it is, for obvious reasons. When something as extraordinary as this happens I would suggest that all the circumstances surrounding the incident are relevant, and nobody except you has suggested that the father in law is part of a conspiracy, which is dumb.

You need to realise that Neville has spent 35 minutes at the end of the Jetty putting on sunblock, mosquito repellent and deodorant before taking several anti-histamines and a nasal spray, and recording his thoughts into his Dictaphone before feeling ready to walk down the jetty. TL;DR: Yes, that boat was the one that dropped him off.
