Just finished a very nice two week work in Ireland, nice roads, few BiB's, crazy irish drivers.
Back to Holyhead this afternoon, stopped at Tesco's in Bangor for some rations and petrol. Just pulling out of main Tesco's car park, where the spaces are, to go to Tesco's garage a few yards away, marked up cop car coming into spaces area but going other way stops, winds down window and signals for my attention.
"Put your seat belt on mate" was his order, I'm just going for petrol was my innocent reply. "Dosen't matter he said it's a public highway, now put it on he said more insistantly (Welcome to Britain).
So I did, for about 20 yards then I had to take it of again to get petrol.
So........ is Tesco's car park a pubic highway, do we need to wear seat belts when doing 5 - 10 MPH, was he a prat, I think so.

A student was handed a £30 fixed penalty notice when he undid his seatbelt as he came to a stop on the forecourt. As the forecourt is clearly not part of the public highway, the law requiring drivers to wear a seatbelt clearly does not apply and cannot be enforced. That's quite apart from the fact that it is a shame the copper concerned can't find any proper police work to do.

Think of it this way. You are doing 10mph. Someone comes in the supermarket at 40 looking for the next crate of heiniken of the morning. You have a head on collision and despite the fact you are only doing 10 and not needing a seatbelt your car has just had the same force exerted on it as crashing into a concrete wall at 30.
Allowing 10mph for cancelling out the speed of the other car and another 10 for energy losses your car, with another car attached is also now doing 20mph backwards and it is quite possible it will hit something

I drove round the North Circular that other day looking out for people not wearing seatbelts. In a sample of 100 cars, I saw four drivers without seatbelts.
There are plenty of people out on the roads driving at spped without seatbelts on.
In my view they need a reminder of their obligations. And a forceful reminder if they then decline to put the seatbelt on. And then a ticket.

He must have already got up to his target though - as he decided not to give you a £30 fine... ist worth about 20 point or something to a North Wales BiB...und points mean prizes....
