While not condoning the pruning, planting large trees on the boundary between small gardens is a bit selfish. One of the first things I did in our current house was cut down a tree in my garden at the boundary which shaded my neighbor's patio.
I wouldn't be happy if I got bird shift on my car every night. Though the suggestion by the tree owner of netting looked like the answer though. It wasn't a huge tree and looks worse now than before.

Bet the neighbour feels like he has ‘won’ despite the tree looking stupid. If it was my tree I’d be planting more! Tree is unlikely to die but won’t really regrow back. Dick move really.
Tree surgeon should be embarrassed. What happens if it blows over as this work has undoubtably made the tree unstable.

"Tree surgeon" these days oftens means two 'lads' with a tipper transit, a ladder and a chainsaw.I don't think a proper tree surgeon would cut back a tree in nesting season either, unless they are certain there weren't wild nesting birds other than pigeons etc in there
