1988 T25 bodywork help

I have a 1988 VW transporter that i’m trying to make look young again. I’m working on the passenger rear wheel arch, just sanding down the old paint and rubbing down any rust to bare metal, preparing for priming and new paint. I’ve found that a previous fix to the wheel arch, where a sort of rubbery filler was used on the seam between the main body and the wheel arch. However, it’s very rusty under the filler and i’m not sure whether to take the filler off and treat the rust with rust remover/remove the rust, or just cover it with filler and be done with it.
I’m very new to this so any help would be really appreciated. I should have some pictures attached to this post for a bit of clarity

Probably a seam sealer used to cover the rust.
Sadly you have to remove it all and see what your dealing with. Bad stuff will need cutting out, surface you can flap wheel back and use a converter such as FE123 or even better an acidic removal.

Hi fellow T25 owner.
I have a1982 air-cooled T25.
The seams on mine need doing every couple of years. I suspect without replacing the panels you will never get deep into the seam and so it always comes back. I have used a variety of rust cures,, but the fact is you never quite get it all. Looking at yours, I suspect the same. (Looks far worse than mine) So just prep as well as you can and be prepared to repeat in three years.
Wire wheels on a drill, angle grinder and filler. I cannot remember what rust cures I have tried, kurust for definite. But they all seem to be pretty much the same. I use a zinc primer too, psychologically this helps me!
I have also come across a couple of fellow owners who have had full 'pro' resprays and after four years the seam rash is back. When I get round to a full respray, I will get the rear panels replaced too
