I enjoy a laugh at her numeracy as much as the next guy but this is quite sad really. Why has no one close to her suggested it might be time to hang up her hat? 67 years old with health issues that she's struggled to manage in the past, the job has quite clearly taken it's toll on her.
She has diabetes. Part of the symptom pattern is similar in appearance as being drunk. If she is working off hours and does not have a routine for meals then I would not be surprised for her blood sugar level be be all over the place. If she is drinking then this will make her medical condition worse.

Highly unlikely to be the second - she's an advanced Type II diabetes sufferer and would know the (extreme) risk from alcohol. Far more likely that she was hypoglycemic at the time; makes you seem slurry, confused, drunk. Up to her to regulate it, of course, but it's sometimes hard to control. I'm only speculating this this was the reason she sounded so unprofessional, but if it was the case, cut DA some slack - diabetes can be a right sod.

If she can't keep it under control she is clearly not fit for the positionAlthough I feel sorry for her, I find it notable that whilst experiencing some sort of ‘episode’ the thing her brain clings onto is “free”; she repeats it over and over.
I can only conclude that deep down, that’s her default setting when it comes to policy i.e. just promise free* stuff.
