Microsoft Office Desktop and Apps for business

Is there a way to get Microsoft Office Desktop Apps on multiple devices without signing up to individual monthly direct debits per user?

You used to be able to buy a single payment product which would have a number of licenses on it that could be put onto different computers and then we’d be able to get the Microsoft Basic package of circa £3 per month per user and use the desktop apps.

This seems to no longer be the case and they’re forcing everyone to pay a monthly direct debit of circa £15 per month per user to get the desktop apps.

Direct from Microsoft it's 9.40 a user.
A user can have multiple desktop installations but needs to be logged in on their account.

If it's for family rather than business I believe it's 80 quid a year for up to 6 users.
