iPhone 11 wont show contacts

Got mrs SLR a new phone, she had an iphone 6 now got her an 11.
I set it up ok but the only thing thats not working is her contacts.

I tried
Signing in and out of the apple id
selecting contacts off then on again and pressing "merge".
3 pin reset.

Any one got any ideas driving me mad! Thanks!

factory reset worked I assume something went wrong in the initial set up
