Slightly different one this.

I have an EU supplier i buy from and an EU customer who wants what i buy.

Now usually i would buy, import into the UK and sell from there, but in this case they want the same quantity as the MOQ from the manufacturer so there is no point shipping into the UK and then back out again when it could go direct from Belgium to Germany.

But how do i account for and charge VAT? I can pay the VAT in Europe but what about charging it?

If you have a German or Belgian VAT number then you can account for the VAT using one of them. If you have another EU VAT number (French, Irish, Italian, etc) you can use "triangulation". If neither of those apply, then to do what you want to do, you will need to register for VAT in an EU country. (I used to work in this field, prior to Brexit, but things could have changed since then).
