Dangerous neighbour who is a provisional licence holder

Ok so my neighbour a polish guy who family are known to police due to domestic violence and anti social behaviour, is driving again.
In May the guy got a old focus and had a go at driving flying across the road and smashing down the side of my car parked on the my space outside my house. This wrote it off! I was left out of pocket even after my insurance paid.
He fled and neighbour came and told me what he saw. Then both him and his gf said he didnt have a licence.
I got hold of the guy and he didn’t seem bothered his gf apologised and offered to pay, but they have no money.
They have a drink and maybe a drugs issue.they got pissy that I got police and insurance involved.
In mid June he was beating her in the street at 3am and lots of police came.
Since then he was taken away for beating her up and temporary court order etc but he kept Breaching it and arrested he 3 times i know about.
He is now back and driving the car with kids in etc, he has been going out for family drives with small children at strange hours 11pm normally.
He has also started keep the car a couple streets over.
At mid day yesterday he nearly collided head on with the car in front of me which I have reported.
I have chased the police collision unit and they state enquiries into his licence are on going.
Anyone know what else I can do other than get hold of him myself.

Have a local council diary and social services are involved.The kids aren’t all his only 1 of the 3.
Think he was stealing food from the warehouse as when he was arrested she was trying give away hundreds of boxes and multi packs of crisps.
He seems unemployed now.

Please ring your local authority's children's services department as those children are at risk of significant harm, not just from his alcohol and driving but through experiencing domestic abuse. It sounds like they need help and the police will have referred, but your input might be the missing information that links it together and protects those children. Aside from (very obviously) continuing to pester the police to pull finger and do their job that we pay so much tax for; I would hazard that should the car happen to have flat tyres, it cannot be driven. Now I'm not advocating that one should intentionally see to such an occurance; but it is nevertheless an obvious observation that would benefit all involved

It must be embarrassing being a police person.
What is difficult is where evidence is hard to come by e.g. victims and neighbours don't want to get involved (understandably in some cases) or a court remains unconvinced by what evidence there is.

In some areas you can do this online, making it easy.
If you can, report the car make, model, registration and where it's kept, as well as the times it's active. Give the name and address of the driver and that you believe he's a non-licence holder (and therefore uninsured.)
IME it'll be fed into the system and hopefully acted upon by a roads policing unit or similar, sooner rather than later.

Not sure about this, it sounds like the police are doing what they can and the courts of the ones who are letting the guys out each time.It seems rife wherever you look.

Something happens - police arrive and arrest, court then releases - rinse/repeat.
It's the court/prison system in this country that is seriously broken, talk to any police or social worker or people who clean up these messes and you find out that the only thing that deters habitual petty crime offenders is time inside.
What do you suppose the Police should do? Stake out the guy’s house for however long it takes for a crime to be committed?
Tie up a resource indefinitely whilst “rapists, murderers and burglars are running amok”, as is the usual refrain whenever they’re doing something that doesn’t perfectly align with one’s worldview?
Let’s be realistic - the Police can report or arrest the guy if/when they observe something illegal happening, or in the process of happening and it’s reported by the OP expediently, and they’re in a position to attend (again, finite resources). Otherwise it’s “he said, she said” when they do turn up.
Or… the OP can take matters into his own hands, either by running the guy through with a blade made of the finest steel, moving house or just resigning himself to the fact that neighbours from hell are a thing. Maybe all three.
That’s his options.

I and neighbours tried everything - as said above the police need to be helped a bit - eventually caught them with 2 untaxed vehicles on the road. They moved very quickly when I made their existence as annoying as possible - basically what they were doing to everyone else.

The landlord is a social housing surveyor and seems to be soft as cottage cheese. He has had many issues but just keeps say8n* I have read the riot act to her, this guy is supposed to be gone now as far as he is concerned I haven5 updated as to the fact he is back.bring their third-worldly ways to a nice residential area. I have contacted him twice and police have had he here on his holiday week as one time they cam to arrest him and she wouldn’t let police in claiming she lost the key. You think if the police are calling you that you might want rid of a tenant especially if this market.
He just seems to say the same thing and thinks she is vulnerable. She had a guy before two years ago and massive bust up occurred and then she got this guy. I thought she was a victim but she seems facilitating the guy. She also got one of her children to ask me not call the police as he is wonderful dad and when he gets back there off the beach.

That’s true he came back every time. The last time the police came for h8m it was 3 days after the last time and I had made statement the day before to what I had seen. The copper said have you seem h8m, I said he is still locked up isn’t he? To which he laughed.They were here over a hour for the landlord to let them in the woman blamed me for calling the pol ie but I had been out that morning and had no idea he was back!
