My letter said the same thing - but rather than worry about what they could or couldn’t do I just eased off the loud pedal a little in that area.
To be honest if they’re being regularly caught by the white hair brigade they must be a perpetual speeder - I only see them out once in a blue moon. Might be time for them to wind the speed back a touch

in fairness to the relative the road was 40, but the council has deemed it now 30 by plonking 2x signs at start which were used when they were doing road works. No other signs and most locals including myself still think it is 40, the repeater signs have been covered up with bin bags.

I’ve only ever seen these people deep into actual residential territory (so not these “road used to be a 50” places). So why is this relative determined to speed through towns and villages?
EDIT: I’ll bet even if this road used to be a 40 the place your relative was caught was inside the actual original 30.

If there are two big signs that say 30 when you enter it, this reinforces the fact it is a 30...

There was a Greenpeace chugger locally a couple of years ago, I had a nice 30 minute chat with him. The next time I saw him, he crossed the road and hid in a shop. Can't think why.

One wonder what other signs and conditions your relative fails to notice.
If it is an older person, maybe she if he or she needs some help or training, new or first set of glasses etc.
Having had a warning letter once so now being aware of the new limit, to get nabbed again, suggests he or she is either not concentrating, cannot see properly, or simply incapable of controlling their vehicle.
