Major Lacquer Peel!!

Hi everyone… so jetwashing my car this weekend has caused the clear coat on the rear quarter to peel away completely. The whole quarter has been stripped of lacquer down to base coat bar one or two small specs and there is a lacquer edge as it meets the roof line.
The basecoat (which is a non metallic white) underneath is fine it just looks a bit dull. From a distance it’s ok but close up it looks pretty bad…
I had a go at flatting and buffing the top part of the quarter and to be honest it’s come up pretty shiny, as good as the lacquer looked so I’m guessing it’s a durable 2k basecoat.
I’m waiting on quotes, best so far is £250 for a respray of the panel but I’m not convinced it needs paint.
My questions are:
1. Does anyone think the basecoat could be flatted and polished up and blended into the remaining lacquer?
2. If not, could a fresh application of 2k HS clear coat be applied without the need for fresh basecoat? obviously it would need featuring out around the existing lacquer edge.
Any pros/cons to either of the above? I’ll see how the quotes come back but I’ts bad timing for £100s in bodywork costs…I’ve painted bits before and I have the kit just not overly confident with the panel size but I could manage either point 1 or 2 above, just a question of whether it would work?
