GTA V Online - Xbox and PS4 - Invincible players?

I thought this sort of thing didn't exist on console - has anyone else come across players who are invincible lately?
I've had several in the last couple of weeks - one last night was particularly irksome - even got him four times while on his Mk2 and a heli with stickies. He'd just come down with the burning vehicle - I'd be shotgunning or MG-ing him and he'd just shoot me dead. I noted that nobody ever got a kill.
Last week - same thing, a rank 62 with a KD of 74 that actually went up a couple in about 20 minutes. Just killing everyone and nobody got a look in, I messaged one of the players he was killing a lot and they thought the same thing - we both reported him.
What gives? Anyone else seen this? I thought this sort of thing was PC only. I'm on Xbone.
