Child Maintenance Arrears - best way to deal with?

After some advice please. Family member is owed several months of child maintenance payments from divorced partner. These payments were formally agreed via the consent order when the divorce went through the court. Although a direct debit was mandated by the consent order to be set up, this never happened and previous payments were made in cash.
All polite requests for the outstanding payments have been met with either silence or excuses and the individual is now starting to get nasty, so it's reasonable to assume any payments (including future ones) will not be forthcoming.
Having done some googling, it's all pretty confusing as to the best way to approach this, so any advice on how to legally proceed would be appreciated.
