Equivalent to a 3pin plug charge so enough for 20-25kW overnight (60-90 miles)
Not a lot of point in putting in more expensive faster chargers if they expect people will plug in and the come back in the morning?

The council won't be clamping/ticketing or taking any action against ICE cars (or even EVs not charging) parked next to the chargers. They made that clear on the page that was linked by the OP.
"The council are not looking to enforce parking next to the columns where the charge points are located. No formal bays will be marked out for the use of these charging points.
In most cases, more than one charge point has been installed in the selected streets to try and reduce the charge points being blocked by cars not charging. Other local authorities have used this approach for electric vehicle chargers installed on street light columns."

I wonder why they don’t want to ticket ice cars ? A couple of days ago I watched a ticket going on a car in a charging space - clearly marked for charging electric vehicles only. It was an electric car. I think the owner was too blonde to know better ! If she’d just plugged it in 😆😆

Parking is tight enough in most places, to remove a percentage of these spaces and to ticket ICE engined cars for parking in what was a perfectly legal bay penalises those who either cannot afford or do not want an EV, the majority should not be disadvantaged for the few.Looks similar to the Brighton ones - they also don't do special bays but even with a 5m cable it gives quite a bit of flexibility to get on one. If you lived there and relied on them then a 10+m cable would be a good thing to have.
2kW is fine, more useful to have three of those on a street than a single 7kW point that will fill up many cars before the morning then be sat there blocked.

t & giggles' during the night so you come back to an unchanged car in the am.2. Who is going to bother reporting the faults even if they are stood in front if it, most of the public are pig ignorant lazy and whats the repair time lead, highways round here don't fix anything in years.
3. The plates on the lampost will probably get damaged/ripped off as they seem to protrude quite a bit, how long before they fade etc also if one is damaged does the ev supply stay live ? I assume not but you never know and will it have to be checked and made safe by a sparkie ?

I think that this is a technical limitation and the reason why lamp post EV chargers aren't ubiquitous. Street lights run off a low power supply and can't really cope with much more than lighting duties.
Saying that, when I first bought my EV, I coped just fine topping up the battery with the 3 pin overnight for 90% of the time. The issues arose when I had to go on a longer drive one day and needed to charge the car up from around 20% or below, it'd take a few days to 'catch up'.

What if people leave them alone just like they do with closed petrol stations at night?
- Cables lock in on both sides while charging. You need the car keys to unplug.
- How often does a street light fail? Or a plug in your home? There's no moving parts, fall out should be minimal. Plenty of apps to report these issues on though and plenty of people do it.
- People hit stuff. Good thing it's just a 2kW plug, not a gas pump.
