Is cordage visible in the cut near the rim?

That looks like a good bulge between the cut and the outer edge of the tyre.

Has somebody put a load of staples in the area?

Never seen a sidewall repaired ever .
Replace before it blows out .

Quite simply it is impossible to repair a tyre sidewall.

If it was on the rear wheel of a car I just used for pottering around locally I would probably risk it. The size/profile and make/model suggests this may well not be the case. Probably best to replace it.

I think the tyre place are correct. Looks like a bulge in the sidewall.
