iPhone Screen Time

Morning All.
Need some advice please on what settings to check.
Daughter has iPhone 12 and IPad (can’t recall which version). Screen time limits are enabled and all has been going ok. I can see what apps she is using when, on both devices, and limits seemed to be working, until recently.
As any young teenager, she is on the device all the time! However over the last few days, I can not see her screen time data. Yesterday for instance, is completely blank!
We had a phase where she was turning off roaming and mobile data, and have now actioned the screen time setting where she cannot turn that off. I am wondering if she has found a workaround.
In addition, her location is not found when she is out and about. On Wi-Fi it’s fine, but when relying on 4g, I cannot see where she is. Defeats the object somewhat.
I think she is turning off mobile data somehow, as she also claims she does not receive texts when she is away from Wi-Fi.
Kids will be kids…… I get that. But any ideas?

I don’t know if you have more restrictions with parental controls but I didn’t need my password to turn it off.
I’ll ask my wife how she has our daughter’s set up.
Don’t forget how smart kids are (or think they are)
The age restriction on our Netflix & Amazon is a 4 digit pin.
Put that in for us to watch a movie and told my youngest (9) to look away so she didn’t see my key press.
She then pointed out that she’s know what it is for ages because it’s the same number Mum uses at the ATM!

Have rebooted and updated - find my phone (friends) now works with just mobile data (checked having turned wifi off). I will monitor.
I think any issue is related to the mobile data setting. My phone and account act as the "master", and even though in my settings I have set "don't allow changes", we are able too switch mobile data off on her phone. Any ideas?
I am thinking of a back up and reset on her phone.

Some of the recent builds of iOS have an intermittent bug where the phone does not always reconnect to cellular when coming off WiFi Calling.
