Google Account Suspension - any advice on recovery

Bit of a longshot, client and friend, good guy runs a CCTV company and works hard with it, has a google account purely for MyBusiness and to harvest customer reviews etc. Nothing else, doesn't use gMail or any other service it although he did say he is logged into YouTube on it, not to publish just to view.
Anyway, Google have suddenly suspended account, terms of service violation, he has no idea why. His PW is complex with 2FA.
We have tried requesting a review about 15 times now and just seem to get an automated no. Real shame for him to lose his reviews.
Just wondering if anyone has any pearls of wisdom for him that I can share?
