I am getting water in both footwells, mostly throuigh screw and bolt holes in the bulkhead. These I can seal, but should there be a long seal attached to the top of the bulkhead where the bonnet comes down on it. I seem to remember my last "M" had one, although it is not shown in the parts manual.

My '77 car has a rubber seal fixed to the bulkhead.
I guess any sort of seal designed for a door or boot aperture should suffice?

Water will also come in through where the bonnet catch levers pass through the bulkhead.
Justin & I have fitted a oblong piece of rubber over them on our cars. This has stopped it.
IIRC there was also a piece of underlay with a slit through it glued to the inside of the bulkhead where the release catches fit through.
