so my wife has been issued a fine / invoice for overstaying the 4hr limit by 20mins ... (Abbey Centre Newtownabbey)
do these company retain license number plates where (if you choose to ignore) .... and return to the shopping centre you could be at risk of being clamped ... ??
as i understand within Northern Ireland ..... The Protection of Freedoms Act 2012 is not applicable in Northern Ireland. In this jurisdiction it is the driver of the vehicle who is liable for any parking charges, not the registered keeper.

Vehicles can be clamped.
Difficult to reconcile how the driver is responsible but the vehicle gets clamped at a later date. I would think that the clamping had to be done at the time the offence was being committed.

You seem to be referring to Statutory authority clamping there rather than private companies which the OP seems to be referring to. OP only £1.50 to park all day in different car parks on site.
