Age or Millage
Discussion
Having tried both, I'd definitely go for a newer car with higher mileage.
Cars that have accrued many miles in a shorter period are more likely to have done those miles on the motorway, which is less stressful on practically every component of the car.
Older cars may not have many miles on them because they have done only short journeys or have been sat for extended periods, neither of which are good for them.
Plus, the car will be newer, so will have newer tech, a more efficient/powerful engine, etc.
Edit: also, just thought - with so many cars being clocked these days, or having mileage blockers installed, it's a better strategy to go for a more "honest" car with plenty of miles on.

Assuming you are talking about a comparison of the same make, model and model version then...
Always mileage unless there is a tangible beenfit to a newer car e.g. facelift version
Otherwise what does it matter if you go for a 2015 instead of a 2017?
In some cases older is better for example for tax, e.g. cars that were produced from say 2004-2008 you want a pre-2006 or you get destroyed on tax
Also for things like emission controls older cars can be more desirable for sound/performance

I tend to find the model I want and look for the lowest mile example within my budget which also has the spec I want.
Unless you have an unlimited budget and are prepared to travel, there is often a compromise when buying a used car. Cars often vary in mileage for the same budget but its usually not buy much.
As an example, I would choose a car which had done 10k more miles if it had heated seats vs one that didn't, all else being equal.
