How to block an email address and bounce it

I have been receiving emails from someone that is actually quite abusive. I am taking other action about this but it would be ideal to block that particular email address permanently, not get it directed to spam, and the sender to get a 'could not deliver' type message. I want to block it at the highest level so does not come through to my phone or another PC.

My email account is a standard Gmail in form [e-mail] . There is a 'block message' function in the account but it appears that it would just send the email to spam. That is not what I want.

Please can anyone advise how to do this, hopefully in an easy way?
