They're proposing a ban for a couple of things but still havent realised the popular use of a phone while driving is as a sat nav. although it's no longer a hand held device if its clipped to the dash or maybe in a special tray.
They also havent taken into account that CPS have said it's not in the public interest to prosecute if you use a phone while stationary at say trafffic lights if no other safety implications. Same if you're stuck on the motorway and want to phone ahead.

Its bizarre they're focussing on mobile phones yet allowing Tesla and Volvo and others to have 10-15" tablets installed on the dash. Even my 69 plate Skoda with Android Auto probably had to many functions for some drivers.
I don't drive much now so not overly fussed about the changes. Seeing the amount of a
holes (mostly young 'uns) on mobile phones on my previous 2-3hr daily commute maybe something did have to be done. Will chuck a playlist on my phone or a podcast and that normally takes care of my drive. With Google Assistant and Siri there's not much need to touch a phone when out.

Handheld - to be held in a hand. You can use your phone all you like provided it's not handheld.
It's 2021, if you haven't got a phone holder or worked out how to use Android auto or similar then it's probably too late for you.
What’s the grey area? As long as it’s secured in a cradle so as to mimic built in equipment then it is fine. Whether the “big screens” in modern cars create distractions in a similar way is irrelevant to the law. If they want to make road travel safe then the only way they can do that is to outlaw driving.
