Samsung GalaxyTab S7+ Grrrr!
Discussion
I've a similar tablet. Samsung settings are still an incoherent mess on a good day!
Rather than Settings>Notifications or Settings>Display head to Settings>Lock Screen and review your options there.
There's a toggle on the switchable options, but what's less obvious is if you tap on the text of the option there's another sub-settings menu with further controls.

Are you running an up to date version of the OS?
I'm on One UI 3.1 from this year, on the October 2021 security patch (economy spec Tab A).
My settings are quite different. Not only can I toggle them, but tapping the text side of the menu option opens a sub menu with further controls.
As below;

You've definitely set things how you want in all 3 areas? Notifications + Display + Lock Screen, as opposed to maybe just 2?
For me the Oct 2021 update finally placed default AOSP controls back in the Quick Toggles which Samsung had buried in menus within Digital Wellbeing. I can't fathom why they remove simple basic options and bury them somewhere else, and scatter simple settings across multiple different areas in the Settings menu. They've improved through the years, but there's still too much incoherence and a scatter gun approach in how they do stuff.

The screenshot I posted is the result of tapping on "notifications", the text, not the swtich.I'm on One UI 3.1 from this year, on the October 2021 security patch (economy spec Tab A).

Toggle 'Details' to 'Icons Only' to see if it improves it sufficiently for you.
Your issue is the same as mine. They've added granular control, scattered those controls around the place, and in the process removed full control i.e. the simplest on/off options! But at least I saw signs with the Oct update they were rectifying that, albeit the guts of 3 years after it was standard in AOSP.
