I would advise against it, as they will get hit with taxes and administration charges which will make it less of a present.
Apparently some courier services do now offer an "all costs paid" service which means that the recipient doesn't get hit with any charges, but you might wince at the cost!
ETA: I'm writing as an EU resident who got hit with more than €40 of charges to receive a "present" worth less than £5 a few weeks back...
