How does one create a poll on this site?

Try starting a new topic. You should now have the option for it to be a poll.

When you start a new thread, you have the radio buttons along the top to choose whether it's a discussion, poll or Wiki

Be aware that if you do a preview it'll switch back to a Discussion.
