Whozat? Fancy Dress in the House of Commons.

The BBC News showed a clip of Alexander Boris Kerfuffle Johnson receiving a kicking in the House of Commons a few days ago. There was a shot of the Speaker & to the side was a somewhat strangely dressed gentleman.
This gent was dressed in black, with knee length stockings. He bowed, sheathed his sword and turned and left the room. As he turned his back, the dead bird (a crow?) sown to the the back of his jacket became visible.
"Bit odd." I thought.
DuckDuck on this occasion is unable to assist, so I prostrate myself infront of the mighty PH hive mind, seeking enlightenment. Who exactly was this ponced up pidgeon fancier? And what is his role in governing our land?

You are correct, that is indeed the fella.
I did think Black Rod, but the sword and dead bird put me off. It appears to be a rosette, not a deceased duck.
Perhaps I should petition Mrs BrokenSkunk for a permit to purchase a larger telly. Clearly the current 55"er offers insufficient clarity if I can mistake a rosette for a taxidermied corvid.
It may be worth adding that when I just searched DuckDuck for "Black rod costume" one of the top image results was this:

It's not Black Rod, but who cares? I think all image searches should return results like that, regardless of what you're actually looking for. DuckDuck's not sexist either, to keep the ladies entertained, there was also this:
