Time limit on reply to PCN Challenge?

I was issued a PCN on 6/10/21 in Merton for entering into one of these restricted access roads near a School 'School Streets' as they appear to be called which are restricted for an hour or so twice a day. I appealed the charge on line through the council website on the 8/10/21 as I felt the signage was not obvious as you turn on to the road from an acute angle and it's quite easy to miss. Anyway, I'm not after debating whether I am right or wrong but it has taken them until today (over 90 days) to respond via email to reject my appeal which seems an excessive timeframe. My question in short, is there a time limit to how long they can take to reject an appeal? I've seen 56 days mentioned on a couple of websites including that of another council but they seem to differentiate between informal and formal appeals. I don't know what the difference is. I was challenging a PCN so would assume this was formal?

I don't believe there is...

I've appealed a few PCN's for parking and bus gates and private parking charges, on some the council's appeal response took 5 months during the Covid period. However, they should generally extend the "reduced fee" grace period until any appeal process is exhausted.

An actual lawyer will be able to confirm though!
